Adventurous Activity Permits Grant Scheme
Adventurous activities are a key part of the Scout programme as they enable young people to gain confidence, work in teams and discover the great outdoors. Hertfordshire Scouts are committed to supporting applications for adventurous activity permits.
David Sturt, a former County Secretary, passed away last year and left the County a generous legacy. Given his interest in promoting adventurous activities for young Scouts in Hertfordshire, we have set up The Hertfordshire Scout David Sturt Fund to provide grant funding to support volunteers in gaining adventurous activity permits.
The fund will be administered, and grants awarded, by a small group led by a Hertfordshire Scouts trustee.


Funding
Funding may be provided for:

Training and assessment costs towards any permit listed on the Activity Permit List as detailed in POR 9:7
Adventurous Activity Permit Scheme.

National Governing Body qualifications and associated costs to Train a Trainer.
The maximum amount of any one grant is the lower of:

50% of the cost of the project

£300
E.g.
-
If the project cost is £100, a grant of up to £50 could be offered.

If the project cost is £300, a grant of up to £150 could be offered.

If the project cost is £800, a grant of up to £300 could be offered.
N.B. Funding is not guaranteed until the application has been approved and an offer has been made.
Funding may also be available from the applicant's Group or District, or from the budget for an expedition or activity camp or from external organisations. Districts are being encouraged to support applications by offering an additional 50% of the value of the grant offered by the David Sturt fund.
Conditions of Application

Volunteers who will support Scouting through the regular use of their permit at Group, District or County events are eligible to apply for this grant towards obtaining a Scout Adventurous Activity permit or REC2 (Rescue Emergency Care 2 day first aid) training.

Applicants may only receive one grant in any rolling 24-month period.

The awarding body may restrict the number of grants each District (including its constituent Scout Units) can receive in any rolling 12-month period to ensure funding can be fairly accessed by all.

Applications may be made for one project at a time. Multiple permits can be included in the same project if they are similar and will be assessed together as part of the same project.

Example 1: An archery assessment (independent of, or combined with, a training course) would be considered one project.

Example 2: Power Boating B1 and B2 assessed in the same weekend/course would be considered one project.

Example 3: An archery and power boating assessment would be not be considered one project.

Applications must be submitted at least 28 days before the project is due to start.

All conditions of any previous grants awarded to the applicant must be completed.

Grants will only be paid into a Group, District or Explorer Unit or Network Scout bank account.

Projects must be completed within six months of grant approval.

There is an expectation that if an applicant is successful in receiving a David Sturt grant and successfully gains their permit the applicant will fully use the permit to provide activities for young people in Scouting in Hertfordshire. The awarding body will contact the applicant six months after successfully earning their permit to see how it is being used. This will enable Hertfordshire Scouts to support you in finding additional opportunities to make further use of your permit.

Grants may only be used solely for the project stated in the application. Should changes to the project be required, our approval must be obtained in writing before they occur or the grant may be required to be returned.
The Process

The application must be endorsed by the applicant’s District Lead Volunteer (or for County volunteers to the County Activity Team lead).

The awarding body will assess applications within 28 days. They will contact the applicant if they have any questions.

If eligibility criteria are met and the request is approved, the awarding body will send the applicant a grant offer by email, cc’d to the District Lead Volunteer (or County Activity Team lead).

The grant will be paid into an approved Group, District or Explorer Unit or Network Scout bank account on receipt of a copy of the invoice from the provider along with a copy of the achieved permit.

We will send the applicant a reminder to submit their report on how they have made use of their permit.
